Charity advocates change in zoning to allow community cottages

SEATTLE: A local charity says the city could adopt housing options that include building groups of small cottages on rezoned lots to increase density.

Creating more affordable housing will require wholesale zoning changes and equally significant adjustments in public attitudes.
