Lawsuit being framed over refusal to promptly advance planning application

LOS ANGELES: Two lawsuits are being prepared after a delayed planning application held up the plans of a rehabilitation support company’s ambition to build low-income housing.

One is for not following proper procedures to change the zoning, while the second is a lawsuit for discrimination.
