PHOENIX: A proposal to build a dedicated aged care wing would slam the jail door shut on a loophole that allows prisoners to apply for early release if they cannot receive adequate care inside the prison system.
Victims groups have praised the plan, saying the victims and families want to see monsters “die in custody”.
