PHILADELPHIA: A developer whose plans for an assisted-living facility were rejected by planners has sued claiming the decision was “arbitrary, capricious and unreasonable,” and should be reversed.
The lawsuit has been filed. The developer proposed a 79-unit, 94-bed facility.
